Who We Are

Global Substation Consultants was founded by Guillermo Quintero, Sixto Calderon and Darinel Barrios, three seasoned electromechanical engineers with extensive experience in substation projects across the United States and Panama. Our mission is to bridge the gap between technical requirements and procurement realities. We bring deep expertise in specification development, international supply chain navigation, and quality assurance coordination for major utility and industrial clients.

Founder’s Background

Sixto is a senior electrical engineer graduated from the Universidad Tecnológica de Panamá (UTP), with advanced specialization through a Master’s degree in Electrical Engineering with emphasis in Power Generation. He brings over twenty years of experience across Panama’s power, industrial, and oil & gas sectors, holding key leadership roles including:

Head of Operations and Maintenance – Proyecto Saneamiento de Panamá – directing operations and maintenance teams, overseeing quality control, and ensuring the reliable performance of critical national infrastructure.

Superintendent of Operations – Vopak / Chevron – managing terminal operations, safety compliance, and multidisciplinary teams in fuel and industrial facilities.

Maintenance Manager – Chevron – coordinating maintenance and new project execution for marine and industrial systems, including generators, power systems, automation, and dry-dock planning.

Construction Superintendent – First Quantum Minerals – leading the design, construction, and commissioning of 160 km of 230 kV transmission line, 563 high-voltage towers, and 230 kV substations for a major mining and thermoelectric development.

His background integrates power system maintenance, high-voltage construction, industrial operations, and team leadership. Sixto has also supported Factory Acceptance Test (FAT) supervision, equipment specification development, and coordination of complex technical reviews—experience that strengthens the team’s capability to support high-voltage and industrial projects with rigorous engineering standards.

Sixto Calderón Reyes

Guillermo Quintero is an electromechanical engineer graduated from the Universidad Tecnológica de Panamá (UTP), with advanced specialization through a Master in Big Data & Business Analytics from ADEN Business School. He has nearly four years of experience at ETESA, the national transmission utility of Panama, where he held key roles including:

  • Coordinator of Substations – leading substation operations teams, coordinating preventive and corrective maintenance, and ensuring reliability across transmission assets.

  • Specialist Engineer in Protection Systems – installing, configuring, and analyzing protection relays, and preparing technical reports on transmission network events.

  • Substation Technician – operating and supervising high-voltage equipment and substation installations.

His background combines hands-on substation operation, protection engineering, and leadership in utility environments. Guillermo has also supported project consulting for U.S.-based developers, contributing to substation design reviews, equipment specifications, and FAT oversight.

Guillermo Quintero

Darinel Barrios, also an electromechanical engineer from UTP, has contributed to substation engineering and consulting for both Panamanian and U.S. power sector projects. His experience includes preparing equipment specifications, reviewing substation design packages, supporting procurement processes, and coordinating quality assurance activities for high-voltage equipment.

Both founders have coordinated and witnessed Factory Acceptance Tests (FATs) for transformers, breakers, and major substation equipment across multiple continents, gaining deep insight into international manufacturing practices and IEC/IEEE compliance.

Together, they bring a combination of utility-grade operational experience, international consulting exposure, and technical rigor, offering clients independent and reliable engineering support for substation projects worldwide.
